Start by standing up in a quiet place, like your room.
Slowly take a deep breath in, filling your lungs to capacity.

Work it up into a scream. This may sound extreme, but it is easier to tone down a dramatic screech, than to amp up a quiet one.
Then practice on saying things whilst your yelling. Things like "Hey!" or "Listen!"
